Colin,

FYI, a note just received off Laura Ann Jones's researched in WAG, re
the application by Partnerships in Care for the proposed change of use @
Beechwood House/Aderyn.

Good to see David Davies is on the case and pushing for this to require
Planning (for any objections to have some sort of hearing), and that WAG
are assisting with a similar situation in Rhymney.

Is there anything you can do to add some weight to this cause?

Our Issues on these applications (not specifically this one) is mainly
that this kind of conversion does not require planning permission for a
change of use. Although the company has to apply to the Local Health
Board for permission to take mental patients there is not as much
provision for public consultation as there is in a planning application.
We do not think this is right and have asked the minister to insist that
planning permission is necessary for this type of change of use. That
way the local residents would be able to voice their concerns and even
if subsequently the plan was given the go ahead the public could not be
able to deny that they were able to make their representations.

We have not specifically raised your case because David Davies is
dealing with it, however we are dealing with an almost identical one in
the Rhymney Valley. As a result of our representations Caerphilly
Council are taking legal advice as to whether or not they can compel the
Healthcare Company to apply for planning permission.

What does the local council have to say about this, they are the
planning authority?

This is a growing national problem as healthcare company's take
advantage of this loophole to avoid applying for planning permission,
there's obviously a lot of money in it.

When we receive replies I'll let you know.

Thanks for copying us into the correspondence regarding Beechwood House,
Laura asked me to reply.

Laura is well aware of the problem at Goytre and has written to the
Health Minister outlining the concerns of the local community. She has
dealt with similar plans in other parts of South East Wales causing much
the same reaction amongst residents.

Laura asks to be kept informed of future developments, and would be
particularly interested to see the paperwork on the final determination.

I have been informed that the facility opened yesterday, although I've
not been advised of this by HIW or Partnerships in Care Ltd, and I've
not been able to confirm if this is in fact correct.

Could you please reply with clarification, together with a copy of your
report/findings following your recent inspections. You have previously
promised to reply by 15th Sept 2006 (see attached e-mail) - pending
receipt of Ministerial approval.

Hopefully the information that you can pass on will cover all aspects
with regard to our concerns, and confirm what provisions have been made
to protect our children and the children of the village.

The recent article in the Abergavenny C (see attached) noted that the
the unit will in fact be CLOSED, and not 'open' - with most patients
kept locked in. Can you please confirm if any of the patients will be
allowed to roam free within the grounds? Or will ALL be kept locked in?
If we see a patient roaming (un-escorted) outside Goytre House Lodge in
the grounds to Goytre House/Beechwood House/Aderyn, or outside the
grounds should we inform the police? How will we know which patients are
