Your email dated 27/7/06 was addressed to David Swanson who is away on leave until 14th August. I note that he has already advised that the premises has a C2 use which would enable it to change from a hospital to a nursing home or psychiatric care home without planning permission. I am afraid that unless there is primary legislation by the Assembly Government to change this tolerance, then the Planning Authority is not able to intervene (and even then we cannot get involved retrospectively).
However, I note from the information you supplied that there are registration issues under the Care Standards Act 2000 for any care provider. I am not clear on the circumstances of Beechwood House, but if a registration is required then it would be a matter for the Local Health Board, Local Authority (presumably as a social service) or Health Commission Wales to decide whether they want to commision such a service.

I thought they'd decided not to put paedophiles and sexual deviants in Beechwood House.

Legally paedophiles ae no longer able to be house in premises which come within a give distance of a school.
Barrie Crosbie announced last week that they have listened to the concerns of reidents and have agreed therefore that NO Sex Offenders of any type will be housed there. We would now like to know how we will ever be made aware that this in fact a reality.
